The latest reports at the Telegraph have indicated that Newcastle could formalize their interest in the Chelsea full-back later this week.
It is believed that Newcastle would prefer a loan move for the Spanish defender, but they would be willing to include an option to buy.
Cucurella only joined Chelsea for a $65 million fee from Brighton last summer.
He made 33 appearances last term, but he could find limited game time this season following the return to fitness of Ben Chilwell.
Tierney remains another target being assessed by the Magpies, but the Gunners would demand a $38 million fee, while Newcastle would prefer an initial loan deal.
